His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC) confirmed that disciplined political pluralism is the fundamental guarantee to prevent the monopoly of power, or its return to pre-state models and to establish the foundations for national partnership and good neighborliness, away from exclusion, marginalization and demonizing others.
His remark came during his talks today, Wednesday, with delegation from the American Democratic Institute headed by the Regional Director for North Africa and the Middle East, Jeffrey England.
He made it clear that the war of the Houthi militias has not only caused a power crisis but also the collapse of the state institutions which are the guarantors of the political process.
The President argued that the key challenge today is to rebuild the political sphere, so that competition shifts from weapons and closed ideologies to national programs focused on the fellow citizens, ways to serve them and their progress.
The Chairman of the PLC confirmed that the Council is currently working on reactivating state institutions within the country, with the government functioning regularly from the temporary capital Aden and proceeding with measures to unify security and military decisions under the umbrella of the Ministries of Defense and Interior.
He stressed that any future political process must be based on the state's monopoly on weapons, an independent judiciary, and a new constitution that accommodates all changes and ensures justice, the rule of law and the avoidance of exclusion or marginalization.
The President noted that any political process must be preceded or accompanied by a process of disarming uncontrolled weapons, dismantling parallel military structures and criminalizing racist, sectarian and regionalist ideas in the constitution and the law.
He added "Simply put, it is impossible to build a pluralistic democratic system in the presence of a fascist ideology that believes in its divine right to rule over people."
President al-Alimi made it crystal clear that lasting peace cannot be established through sharing power with armed militias.
"Any truce that does not address the roots of the armed Houthi project will remain a temporary ceasefire prone to explosion", he stressed.
The Chairman of the PLC also touched on the underway arrangements to hold the Southern Dialogue Conference under the auspices of the Kingdom of Saudi Arabia, reiterating the state's leadership's full awareness and recognition of the justice of the southern cause.
He confirmed the PLC's commitment to a fair resolution that begins by addressing grievances through a legal and institutional path that ensures non-repetition.
The President pointed out that the engineering of political processes should not overlook the interests and added opportunities for the Yemeni people in light of the new developments, first and foremost of which is the promising partnership with the Kingdom of Saudi Arabia and its decisive support in protecting civilians and preventing the collapse of state institutions.
He explained that the southern governorates can become a model for stable developmental and security partnership at all levels, as Yemen's stability is part of regional security, not just an internal matter.
"For this reason, under no circumstances can these long-awaited gains be forfeited on the path to restoring state institutions and integrating into the Gulf system", he added.
The Chairman of the PLC praised the role played by the American Democratic Institute over the past years in supporting political dialogues, empowering parties and enhancing the participation of women and youth.
The President expressed his hope for further support in the areas of capacity-building programs for political parties, empowering youth and women during the transitional phase, in addition to providing advice on drafting a new constitution and complementary legal and electoral reforms.
