The Presidential Leadership Council (PLC) headed by His Excellency President Dr. Rashad al-Alimi, Chairman of the Council and Commander-in-Chief of the Armed Forces, held a joint meeting today, Monday, with the National Defense Council, (NDC) in the presence of all its members: Sultan al-Arada, Tariq Saleh, Abdulrahman al-Mahrami, Dr. Abdullah al-Alimi, Othman Majli, Mahmoud al-Subaihi and Salem al-Khanbashi.

The meeting included the Speaker of the House of Representatives Sheikh Sultan al-Barakani, the Prime Minister Dr. Shaya Zindani, the Speaker of the Shura Council Dr. Ahmed Bin Dagher, the Chair of the Consultation and Reconciliation Authority Mohammad al-Ghaithi, Ministers and relevant officials and members of the NDC.

The meeting intended to discuss the repercussions of repeated Iranian violations of Yemen's sovereignty and the insistence of the Houthi terrorist militia on receiving new flights to Sana’a airport outside the approved legal and sovereign frameworks.

The meeting reviewed military, security, political, diplomatic and legal reports on the new escalation, the measures taken by the state to deter the threat and the initiatives presented by the government to operate Sana’a airport legally and safely through Yemen Airways, in a way that protects the interests of citizens, the sovereignty of the country and respects the principles of international law and relevant Security Council resolutions.

The meeting praised the efficiency of the armed forces in terms of preparedness, discipline, and high professionalism in carrying out defensive measures that thwarted an attempt to impose a fait accompli by force, preserving lives and property and confirmed the state's ability to protect its sovereignty within the provisions of international law.

The meeting stressed that it is very important to maintain the highest levels of preparedness and alertness, taking all military, political and diplomatic measures, as well as all legal measures guaranteed by the constitution and international law to ensure the protection of national sovereignty, prevent the recurrence of such violations and safeguard the security and safety of citizens.

The meeting also applauded the significant measures taken by the government include: declaring a permanent session, forming a government team to manage the crisis, coordinating military, political, diplomatic, legal and media channels, enhancing the state institutions' ability to handle various scenarios and ensuring quick response to any potential developments.

The meeting confirmed that the state dealt with this escalation with the highest degree of responsibility, according to military, security and political assessments, while keenly seek to balance its constitutional duty to protect national sovereignty and avoid being drawn into a wider confrontation sought by the terrorist militias and their supporters in Tehran.

The meeting also confirmed that the recent violations are not just a political escalation, but constitute a clear breach of international law and a violation of the sovereignty of the Republic of Yemen and its exclusive jurisdiction in managing its airspace and airports, contrary to the Chicago Convention on Civil Aviation, which requires the approval of the competent authorities in the country for operating international flights to its territory.

These practices also are in contradicting with Security Council resolutions, particularly resolutions 2140 and 2216, which emphasize the unity and sovereignty of the Republic of Yemen and call for refraining from any actions that could undermine state institutions or allow militias to exercise sovereign powers.

Additionally, these violations may breach the sanctions regime and the ban on transferring weapons and experts to the Houthi militias, which requires a firm international stance to ensure respect for relevant international legitimacy resolutions.

The meeting affirmed that the Houthi terrorist militias are full responsibility for this escalation and its consequences as they rejected all peaceful initiatives sponsored by brothers and friends, namely the roadmap that received broad regional and international support. They insisted on violating state sovereignty and undermining peace prospects.

The meeting also held the Iranian regime responsible for continuing to support these practices contrary to international law and Security Council resolutions.

The meeting asserted that real responsibility toward citizens starts with stopping these absurd policies, lifting the siege imposed by militias on the Yemeni people and stopping the obstruction of operations at Sana’a Airport through Yemen Airways, the legally authorized national carrier, so that citizens can travel safely and regularly, without having their suffering used for political or military gains.

The meeting also stressed that, under no circumstances, should any foreign plane be allowed to enter or land, or any flight be operated to any airport in Yemen without the approval of the government and the relevant authorities, as this is considered an exclusive sovereign power of the state.

The meeting stated that the Houthi militias have no choice but to stop exploiting the suffering of citizens for political and military purposes, and accept the operation of civilian flights through the national carrier, Yemenia Airways, according to the approved arrangements, including ensuring the safety of its crews, releasing its assets and frozen funds and enabling it to carry out its national duties in serving all Yemenis without discrimination, and not using its flights for the benefit of the militia leaders and their families.

The meeting also warned the Houthi terrorist militia of the dangers of continuing an escalation policy and putting the security of citizens and the stability of the country at risk.
The meeting confirmed that the state will deal with any new violation with full firmness and will take all legitimate measures and procedures guaranteed by the constitution and international law to protect its sovereignty, airspace and entry points, and prevent any breach of its sovereignty, whether through Sana'a Airport, any other airport or any other point of entry in the Republic’s territory.

The meeting emphasized that the armed forces and security agencies will continue to perform their national duties with efficiency and high preparedness and will strike with an iron hand anyone who tries to undermine the state's sovereignty or impose facts by force, while ensuring that all measures are taken with the utmost care to protect civilians and safeguard their lives and property, and preventing militias from exploiting them or dragging them into adventures that serve foreign agendas at the expense of the Yemeni people's interests.

The meeting also approved a number of decisions and measures aimed at strengthening the readiness of state institutions, improving coordination among various relevant bodies, and continuing to take all legitimate political, diplomatic, legal and military measures to protect the sovereignty of the Republic of Yemen, its skies and its land, sea and air entry points, as well as preventing any similar violations from happening in the future.

The meeting called on the leadership of the Coalition to Support Legitimacy in Yemen to continue providing support and backing to the Yemeni armed forces so as they can carry out their constitutional duties in protecting the country's sovereignty, its citizens and the safety of its airspace and ports, in accordance with the UN Charter, relevant Security Council resolutions, and in a way that strengthens security and stability in Yemen and the region.

The meeting strongly condemned the terrorist attacks carried out by the Houthi militia on the territory of the Kingdom of Saudi Arabia, and their repeated targeting of civilians and vital facilities, which is a blatant violation of international law and a direct threat to the security of neighboring countries and regional stability.

The meeting also reiterated its call to the international community, namely the UN Security Council, to move from a stance of condemnation to one of deterrence, to enforce international legitimacy resolutions, and to strictly implement the system of sanctions and the ban on transferring weapons and experts to the Houthi militias, in a way that preserves the sovereignty of the Republic of Yemen and prevents the recurrence of such violations that pose a direct threat to the international security and peace.

The meeting stated that the Republic of Yemen will continue to adhere to the fair peace option, but it will never tolerate any violation of its sovereignty under the pretext of giving peace a chance and the armed forces will do its job responsibly to defend Yemen, its people and sovereignty.
