Syrian President Ahmad Al-Shara signed Thursday the draft constitutional declaration after receiving it from the committee responsible for its drafting.
In statements reported by the Syrian News Agency (SANA), following the receipt of the draft constitutional declaration from the committee, the Syrian president said: "We hope this will be a good omen for the Syrian people on the path of construction and development, and we wish for this to mark a new era for Syria, replacing ignorance with knowledge and suffering with mercy."
The committee of experts tasked with drafting the constitutional declaration clarified in a press conference that it relied on the outcomes of the National Dialogue Conference in its formulation.
They noted that the constitutional declaration set the duration of the transitional period at five years and granted the president the right to declare a state of emergency.
The declaration stipulates freedom of opinion, expression, media, publication, and press, emphasizing the state's commitment to the unity of land and people and respect for cultural particularities.
According to the committee, the declaration highlights the importance of judges and their rulings and their independence, leaving the matter of dismissing a council member or reducing their powers to the People's Council.
The People's Council will handle the complete legislative process, while the executive authority will be held by the President, with the transitional period set at five years, granting the president the right to declare a state of emergency.
