An official source in the Presidential Leadership Council (PLC) welcomed the package of practical economic, financial and administrative decisions and measures taken by the Council of Ministers in its meeting today, Tuesday, in the temporary capital, Aden, chaired by Prime Minister Dr. Shaya Zindani, describing them as a step forward on the path of comprehensive reforms aimed at improving living conditions, enhancing the efficiency of state institutions, consolidating the principles of transparency and governance, and building an economic and administrative model capable of satisfying the aspirations of the people.

The official praised the government decisions that included direct measures in favor of the citizens, mainly the adoption of a 20 percent cost-of-living allowance for all state employees, the payment of overdue annual bonuses, and addressing job settlements that have been stalled for years, in addition to measures related to improving the efficiency of public spending, activating oversight bodies and combating corruption, namely the formation of the Supreme Tender Committee.

These measures come as an extension of the path of economic, financial and administrative reforms led by the PLC and the government pursuant to the PLC's Decree No. (11) of 2025 on the priorities of comprehensive reforms, and what it included of structural corrections aimed at transferring all state resources to the government's account at the Central Bank, closing all smuggling outlets, stopping squandering, enhancing self-reliance and ensuring the state's ability to deliver on its obligations toward citizens, the official stressed.

The official applauded the government's commitment to proceeding with the making necessary reforms, including the decision to liberalize the customs dollar exchange rate, considering it an economic measure commonly applied in various countries around the world. It mainly aims to address existing distortions in revenue and customs policy, enhance state resources, enable it to continue paying salaries, improve services and reduce reliance on inflationary sources to finance the public budget deficit.

The government has clearly been keen to protect citizens from any additional burdens, by exempting essential goods covered by legal exemptions, alongside taking a package of accompanying measures to improve living conditions, enhance purchasing power, tighten market oversight, and prevent any exploitation, monopoly, or unjustified price increases, the official noted.

The official restated that these reforms primarily aim to stabilize the living and service conditions of citizens, protect state institutions, maintain their ability to provide services, pay salaries, restore financial and administrative balance, and build a more stable, fair and sustainable economy, after many long years of war and depletion and the suffering exacerbated by the Houthi militias' terrorist attacks on oil facilities.

The official praised the patriotic stance of the private sector, businessmen and commercial and economic parties in responsibly engaging with government reforms primarily aimed at protecting the national economy, improving the investment environment and enhancing the partnership between the state and the business community, considering it a fundamental pillar for creating job opportunities and driving the wheel of development.

The official source also praised the significant fraternal support from the Kingdom of Saudi Arabia, and their continuous backing of economic and service reform efforts and alleviating the suffering of the Yemeni people, alongside the support of the international community and regional and international partners for the path of recovery and building state institutions.

The official stated that the citizen will remain the focus of development and the goal of all government policies and measures, and that the success of the reform process requires broad national support to protect state institutions, support government efforts, strengthen confidence in the recovery process, and not be dragged into misleading campaigns that seek to portray necessary reforms as new burdens, while in reality they represent the practical pathway to building a capable, just and stable state.

The official source confirmed that the current stage is considered to be a real starting point for building the desired model in the government-held governorates, based on institutional discipline, transparency, governance, improving services, enhancing trust with citizens and the donor community, creating a suitable environment for investment and development, and restoring state institutions, security, stability, peace, and development.
