Minister of State for Displacement and Irregular Migration Waleed al-Abara discussed Thursday with International Organization for Migration (IOM) Chief of Mission in Yemen Abdul Sattar Issayov ways to strengthen cooperation and coordination and develop institutional and legal frameworks to govern displacement and irregular migration.

The meeting reviewed IOM’s humanitarian interventions in Yemen, including displacement data collection and analysis programs and its work on irregular migration.

Al-Abara said the government is committed to addressing both issues, noting that the next phase will focus on establishing clear institutional frameworks to coordinate government efforts and strengthen cooperation among relevant authorities and organizations. He also said Yemen plans to review and develop national displacement policies and prepare a comprehensive law regulating the issue, in coordination with the Ministry of Legal Affairs.

Issayov briefed the minister on IOM’s Displacement Tracking Matrix (DTM), which provides data on displacement movements and the number of displaced people in government-controlled areas. He said large numbers of displaced people are concentrated in Taiz, Marib, Aden, Lahj and Abyan, stressing the importance of using field data to shape displacement policies and programs.

On irregular migration, Issayov affirmed IOM’s readiness to provide technical support to the Yemeni government in developing management and governance mechanisms and drawing on international experience. He said IOM, in cooperation with the United Nations, has developed international frameworks, guidelines and indicators that could help Yemen prepare a national roadmap for migration management and related legislation.
