Prime Minister, the Minister of Foreign Affairs and Expatriate Affairs, Dr. Shaya Zindani has issued a package of decisions assigning a number of leaders within the Ministry of Finance and the Tax and Customs Authorities.

The decisions are part of the government’s efforts to accelerate the implementation of its economic and financial reform program and enhance the efficiency of the state’s revenue-generating institutions.

The decisions, which were made based on nominations from the Minister of Finance, come within the government’s approach to restructuring and developing the performance of financial and revenue institutions.

They include the appointment of a new head of the Tax Authority, a Director General for major taxpayers at the authority and a Director General of the Tax Authority’s office in the temporary capital, Aden.

The decisions also included the appointment of several deputy directors and assistant deputy directors at the Customs Authority, as well as a Director General of the Free Zone Customs and a Director General of Aden Customs.

The decisions issued by the Prime Minister assigned Naji Ali Hussein Jaber as Head of the Tax Authority, Abdullah Abdulqawi Mohsen al-Muflahi as Director General of the Executive Unit for Taxes on Major Taxpayers at the Tax Authority and Mohammed Ahmed Obaid al-Fadhli as Director General of the Tax Office in Aden Governorate.

The decisions also assigned Nazir Ahmed Abdulkarim al-Tuhaish and Abdulhakim Moaen Saeed Ahmed as advisors to the Head of the Tax Authority.

Regarding the Customs Authority, the Prime Minister’s decisions assigned Fadl Mahmoud Ali Allan as Deputy Head of the Authority, Fadl Mohsen Fadl Mansour al-Ban as Assistant Deputy Head for Customs Control and Anti-Smuggling Affairs, Ahlam Abdullah Abdulkarim Mohammed as Director General of Aden Customs, and Ahmed Mohammed al-Haj Ahmed as Director General of Free Zone Customs.

The decisions also appointed Dr. Mohammed Abdu Hassan Dahni and Mohsen Saleh Qahtan Muthanna as advisors to the Head of the Customs Authority.

The Prime Minister also issued a decision assigning Abdulqader Amin Abdulrahim Abdulqader as Head of the Technical Office at the Ministry of Finance, Dr. Abdulmunim Hassan Ma’ruf as Assistant Deputy Minister for Foreign Financial Relations at the Ministry of Finance, Saleh Ali Saleh al-Jafri as Assistant Deputy Minister for the Revenue Sector at the Ministry of Finance and Dr. Jamal Mohammed Sorour as an advisor to the Ministry of Finance.

These decisions come as part of a package of government measures aimed at strengthening financial and administrative reforms, improving institutional performance within the Ministry of Finance and its affiliated bodies, including the Tax and Customs Authorities, which are considered two key pillars in developing public state revenues and enhancing financial stability.

The appointments also fall within the government’s efforts to implement the Civil Service Rotation Law and renew administrative leadership, ensuring the optimal use of national expertise and capabilities while strengthening the principles of efficiency, transparency, and accountability.

They are also intended to improve institutional performance and raise the level of achievement in the financial and revenue sectors.

A government source confirmed that the decisions followed a comprehensive evaluation process of institutional and leadership performance within the Ministry of Finance, the Tax Authority, and the Customs Authority, in accordance with the requirements of the current phase and the priorities of the government’s economic and financial reform program.

The source noted that these measures represent part of an integrated effort to implement Decision No. (11) of 2025 issued by the Presidential Leadership Council regarding economic reform priorities.

The measures aim to enhance good governance, improve revenue collection efficiency, and strengthen oversight of public resources.

The source added that the government is continuing to modernize financial and revenue institutions and enable them to fulfill their role in maximizing resources and diversifying income sources.

This supports economic recovery efforts, strengthens the state’s ability to meet its obligations and improve services provided to citizens, while also reinforcing the confidence of regional and international partners in the effectiveness of state institutions and their ability to manage public resources efficiently and effectively.
