A human rights report has documented 761 violations committed by the Iranian-backed Houthi terrorist militia in the capital Sana’a and its ten districts during 2025.
The report, which was unveiled Saturday by the “Deymant Organization for Rights and Development” during a press conference and a copy of which was obtained by the Yemeni News Agency (Saba), stated that the Houthi policy of starvation goes beyond confiscating livelihoods and cutting off sources of income.
It extends to what the report described as “political and intellectual starvation,” based on depriving citizens of personal security, freedom of expression, the sanctity of homes, and their affiliation with the republican identity.
The report said this was reflected in the militia’s establishment of a new repressive body in May 2025 called the “Revolution Security Agency,” tasked with leading mass and preemptive arrest campaigns, suppressing civil society, and targeting opponents.
The field monitoring included in the report revealed that the Houthi militia used economic starvation as a tool of collective punishment.
The deliberate suspension of salaries for 70 percent of public-sector employees, along with the imposition of levies and forced payments, led to an 80 percent decline in purchasing power, pushed 80 percent of families below the poverty line, and resulted in half of the capital’s population reaching a stage of “acute food insecurity.”
At the same time, the report documented 129 violations against humanitarian and United Nations organizations, including the arrest of 52 employees and the enforced disappearance of 31 others in secret detention facilities, in what it described as an attempt to seize control of aid and cut off a lifeline for millions of people in need.
The report also addressed disturbing details regarding the disaster in the “Khashm al-Bakrah” neighborhood in Bani al-Harith District on May 22, 2025. It stated that an explosion at a secret weapons and missile storage facility established by the militia beneath civilian homes resulted in the death and injury of more than 90 civilians, the destruction of entire families, and damage to around 50 homes.
It confirmed that using civilians as human shields and storing explosives in residential areas constitute a blatant violation of the Geneva Conventions and amount to war crimes.
According to the report, national symbols were also targeted under the policy of repression. It documented 156 violations during September alone, targeting citizens merely for raising the national flag or commemorating the anniversary of the 26 September Revolution. These violations included the arrest of 103 people, including women and children, the enforced disappearance of 27 others, and raids on 12 homes.
The report concluded that these documented acts amount to “crimes against humanity” and “war crimes” under the Rome Statute, and that such crimes are not subject to a statute of limitations.
The organization called on the international community and the UN Security Council to move beyond expressions of concern and fulfill their legal responsibilities to stop these violations, compel the terrorist militia to remove military camps and weapons depots from cities, and ensure accountability for the leaders who ordered and carried out these actions.
