The Prime Minister, the Chairman of the Supreme Council of Universities, Salem Saleh bin Buraik has issued Decision No. (18) of 2025 regarding the unification and determination of annual university fees for students at Yemeni public universities.
The decision unifies also tuition fees for undergraduate studies, self-funded programs and postgraduate studies.
Article One of the decision stipulates that general tuition fees, undergraduate tuition fees, self-funded program fees, and postgraduate fees shall be unified and set across all Yemeni public universities, in accordance with the proposal submitted by the ministerial committee tasked with studying and unifying the tuition fee structures in public universities, chaired by the Minister of Higher Education and Scientific Research, Technical Education, and Vocational Training, and as specified in Annex No. (1) to this decision.
Article Two of the decision provides that the legally prescribed fees set forth in the Law of Yemeni Universities, its amendments, and its executive regulations shall remain unaffected.
All universities are prohibited from imposing any additional fees or introducing new fees outside the approved unified framework. It is also strictly prohibited to collect fees from Yemeni students in any foreign currency.
Article Three obliges public universities to publish the approved unified tuition fees officially and transparently on their websites and notice boards, and to provide the Ministry of Higher Education and Scientific Research with a certified copy of the fee schedules within one week from the date of issuance of the decision.
The decision also affirms that the Ministry of Higher Education shall take the necessary measures to monitor and require private and non-governmental universities not to collect tuition fees from Yemeni students in foreign currency.
According to Article Five, the university president, or whomever he authorizes, has the right to grant a reduction or a full or partial exemption from self-funded program fees or postgraduate fees as an incentive for academically outstanding students, in accordance with objective criteria determined by the university and approved by the Student Affairs Council, or for humanitarian, social, or compelling financial circumstances that prevent a student from paying fees, in order to ensure students’ right to education.
The decision tasks the Ministry of Higher Education and Scientific Research with following up on implementation and coordinating with Yemeni universities to ensure their compliance within their respective remits, and to submit periodic reports to the Council of Ministers on the level of implementation and any violations observed.
It also tasks the Minister of Higher Education, in coordination with the presidents of Yemeni public universities and the Ministry of Finance, with preparing a unified financial regulation to govern universities’ self-generated resources and their uses, and to submit it to the Prime Minister for approval.
Article Eight annuls any provisions or texts in previous decisions that conflict with the provisions of this decision, which shall take effect from the date of its issuance, with all concerned parties required to implement it within their respective jurisdictions.
According to the decision, these fees are temporary and will be reconsidered when the exchange rate of the national currency improves, or whenever the situation requires, based on directives from the Prime Minister upon the request of the Minister of Higher Education.
