His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC) stated that any approach to put an end of the war in Yemen will never be successful, unless it deals with the Houthi militias as part of an Iranian cross-border scheme, and not as a local political party, warning that reducing any crisis of this kind to truces and arrangements for a ceasefire will lead to temporary risk management rather than building sustainable peace.

Chairman of the Presidential Leadership Council Dr. Rashad Mohammed Al-Alimi stressed that supporting of the Republic of Yemen to restore state institutions, peace and stability is the decisive guarantor of a close partnership with the international community, including improving the management of the country’s fair share of the financing initiative to confront climate challenges and protect diversity and bio and environmental resources.

The Chairman of the Presidential Leadership Council said in a speech delivered on his behalf by the Minister of Foreign Affairs, Dr. Ahmed Awad bin Mubarak, before the summit of leaders of the Group of 77 plus China, on the sidelines of the climate conference held in Dubai, that “although Yemen is the least contributing to the emissions causing climate change, however, is at the forefront of the countries affected by its negative repercussions, including the increasing frequency of tropical cyclones, floods, weather depressions, unprecedented rise in temperatures, and prolonged droughts.” He pointed to the resulting increase in the number of deaths, missing persons, and those affected by these phenomena, in addition to economic losses, massive destruction to infrastructure, basic services and modest livelihoods.

The President referred to the losses caused by Tropical Cyclone (Tej) in the governorates of Al-Mahra, Socotra and Hadramaut, as the best example of the heavy cost that the Yemeni government bears annually due to climate change.

He continued, saying, "In addition, our environmental and tourism components are being exposed to devastating effects as a result of these changes in light of the collapse of the government protection network under the weight of the war sparked by the terrorist Houthi militias, the resulting humanitarian crisis, and the difficult economic conditions."

He pointed out the importance of relieving distressed countries of debt, and ensuring the flow with positive privileges to benefit from them in facing the consequences of climate change.

The Chairman of the Presidential Leadership Council stressed that these challenges require accelerating “pledges to reduce emissions, build adaptive capacities, and shift from meeting post-disaster relief and response needs to enhancing management of risk reduction and prevention by providing the necessary resources and building national capabilities.”
