The Presidential Leadership Council (PLC)held an extraordinary meeting chaired by His Excellency President Dr. Rashad al-Alimi, the Chairman of the Council, with the presence of all its members Sultan al-Aradah, Tariq Saleh, Abdulrahman al-Mahrami, Dr. Abdullah al-Alimi, Othman Majli, Mahmoud al-Subaihi and Salem Al-Khanbashi to discuss national and regional developments and the proposed policies to address them at all levels. The Supreme Judiciary Council held its periodical meeting in the transitional Capital Aden and discussed establishing a primary specialized penal court and prosecution.

The council issued the Decision No. 22 for 2018, the first item of it stipulated on establishing a penal specialized primary court and penal specialized court in Mareb Province. The second item stipulated on establishing a primary prosecution and an appeal specialized court.

The third item stipulated that the specializations of the court and prosecution in the capital Sana'a to these court and prosecution. While the forth item stipulated on cancelling any text or decision objecting this decision, the fifth stipulated that the decision is valid since its date of issuance.

The council approved also establishing a number of prosecutions and primary courts in Mareb and appointing a head to the primary court in Hadibu and Qulinsuwa districts in Socotra Archipelago.
