Republican Decree No. (43) of 2026 was issued Wednesday regarding the establishment of the General Authority for War Wounded Affairs.
The decree consists of 29 articles divided into five chapters. The first and second chapters cover the name and definitions, as well as the establishment, objectives, duties, and responsibilities of the authority.
The third and fourth chapters address the management of the authority, its resources, and financial regulations, while the fifth chapter includes final provisions.
The final article of the decree stipulates that it shall come into effect from the date of its issuance and shall be published in the Official Gazette.
According to the provisions of the decree, the authority will operate under the supervision of the Prime Minister and will have legal personality as well as independent financial status.
The decree also stipulates that the main headquarters of the authority shall be located in the temporary capital, Aden, with the possibility of establishing branches or offices in any of the republic’s governorates whenever necessary.
Under the decree, the authority will work to ensure the provision of necessary and comprehensive care for the wounded and follow up on their affairs in accordance with the state’s general health policies, in coordination with the Ministries of Public Health and Population, Defense, Interior, and other relevant authorities.
The authority will also work to address the negative impacts resulting from delays in treating the wounded and to organize their conditions according to approved regulations and standards.
