Presidential Leadership Council Decree No. (3) to dismiss membership of Faraj Salmain al-Bahsani

The Presidential Leadership Council (PLC) issued today, Thursday, Decree No. (3) of 2026, dismissing the membership of Faraj Salmain al-Bahsani from the PLC.

The text of the decision is as follows:
Presidential Leadership Council(PLC):
- After reviewing the Constitution of the Republic of Yemen
- And the Gulf Initiative and its Executive Mechanism
- And the resolution declaring the transfer of power issued in Resolution No. (9) of 2022 and the formation of the Presidential Leadership Council,
- And the law organizing the work of the PLC, the Advisory and Reconciliation Body, and the Legal and Economic Teams under No. (119) of 2025.

- Based on the proven breach of the principle of collective responsibility by the PLC member / Faraj Salmain al-Bahsani, and his violation of his constitutional and legal duties and obligations, this is based on the following considerations:
First: Exploiting his constitutional position to provide a political and legal cover for illegal military actions carried out by the dissolved Southern Transitional Council (STC), by justifying the mobilization and deployment of forces loyal to it from outside Hadramout governorate, with the aim of attacking the governorate and its civil, military and private institutions, according to the video recording dated December 2, 2025, constituting an armed rebellion outside the framework of the state and its legitimate institutions.

Secondly: Challenging the sovereign decisions issued by the PLC and obstructing efforts to unify the military and security forces under the umbrellas of the Ministries of Defense and Interior, in clear violation of the Declaration of the Transfer of Power and the Riyadh Agreement, which constitutes a serious breach of the constitutional obligations incumbent upon the president and members of the PLC.

Third: Supporting the unilateral actions led by the defendant Aidaroos al-Zubaidi, referred to the Attorney General for committing serious acts affecting the unity of the state and the integrity of its territories, including armed rebellion and undermining state institutions in the governorates of Hadramout and al-Mahra, which constitutes a clear violation of the sovereign duties and national responsibilities arising from membership in the PLC.

Fourth: Undermining regional and international efforts aimed at de-escalation and protecting civilians, including rejecting efforts for calm, de-escalation and southern dialogue, and calling for these efforts to be moved outside the agreed-upon framework of sponsorship.

Fifth: Misuse of the constitutional position, by exploiting his membership in the PLC to make statements outside the framework of the state's official stance, which created confusion among the national and international public opinion, and harmed the credibility of the state and its national, regional and international commitments.

- Considering that the combination of these actions collectively contributed to undermining national unity, targeting state institutions and threatening the security of neighboring countries, thereby serving the enemies of the state, first and foremost among them the Iranian-backed Houthi terrorist militias and the terrorist organizations allied with them.

- Based on the proven permanent health disability of Faraj Salmain al-Bahsani, which prevents him from performing his work and his exploitation of this to obstruct the PLC's work, as well as his repeated lapses in institutional communication during critical periods when the state was facing serious security escalation.

It has been decided:
1. To revoke the membership of Faraj Salmain al-Bahsani in the PLC.
2. This decree shall take effect from the date of its issuance and be published in the official gazette.
