His Excellency the Chairman of the Presidential Leadership Council and Commander-in-Chief of the Armed Forces issued today, Tuesday, a decree about declaring a state of emergency throughout the entire territory of the Republic, starting Tuesday, 30/12/2025, for a period of 90 days, renewable.

- After reviewing the Constitution of the Republic of Yemen.
- And the Gulf Initiative and its Executive Mechanism.
- And the decision to announce the transfer of power and the formation of the Presidential Leadership Council.
And based on the powers granted to us under the Constitution, and pursuant to Article (1), paragraph (z-7) of Deree No. (9) of 2022, in order to preserve the security of all citizens, affirm our commitment to the unity, sovereignty and independence of Yemen, safeguard its territory, address the ongoing coup against legitimacy since 2014, and confront the internal strife orchestrated by rebellious military elements who received orders from the United Arab Emirates to act militarily against the eastern governorates with the aim of dividing the Republic of Yemen, and in light of the severe violations committed against innocent citizens, we have issued the declaration as follows:
First: A state of emergency is declared throughout the entire territory of the Republic starting from Tuesday, 30/12/2025, for a period of 90 days, which can be extended.

Second: All military forces and formations in the governorates of Hadhramaut and al-Mahra must fully coordinate with the leadership of the Coalition to Support Legitimacy, represented by the Kingdom of Saudi Arabia and immediately return to their original locations and camps without any engagement, handing over all sites to the Nation Shield Forces.

Third: The governors of Hadhramaut and al-Mahrah are granted full authority to manage the affairs of the two governorates and to fully cooperate with the National Shield forces until they take over the camps.

Fourth: Aerial, maritime and land ban are imposed on all ports and crossings for 72 hours from the date of this announcement, except for what is issued with permission and official authorization from the Coalition to Support Legitimacy.
Fifth: All state authorities are committed to implementing and complying with this announcement.
